Tried downloading the launcher and I am getting a "launcher failed to download" And something to do with permissions etc.

Can you type the exact error message you are getting? We can help you more if we can read the exact problem. In all likely hood, the patcher want's to update some system files, such as a dll file and your windows is setup to deny such actions... Do you know how to change permissions on your system? If not, try running the patcher as admin? Perhaps your windows allows admins to have broader permissions than when in user mode?
