Borderless Window in launcher settings not working

Checking the Borderless Window box in Launcher Settings does nothing for me. Some have told me that logging out and restarting the client makes it work, but it always launches in full screen for me no matter how many times I launch the client. Anyone run into this or have any workarounds? I'm running Windows 10 and dual monitors at 1920x1080 resolution.

You also have to go into options (at character select) and check windowed mode, then restart the client.
