My sister is on Albion so my brother and me think going on Albion is fine to balance the server.
To avoid suppress any character created (have a level 23 and others small, and i haven't a lot of time to spend) we used the switch server in manage account.

We ask you if it possible to switch my account and that of my brother, instead wait 7 days before to play with my sister and other friend on Albion.

7 days is very long when we want to play together, i hope you understand that. In same time balance the realm is not bad.

If you want to switch instantly....you need to delete all the toons from your account on your current realm, then you can choose a new realm.

There is NO way around this. Delete your toons or wait 7 days
