Epic Quests for Scouts not allowing me to start

I'm lvl 21 now and just realized neither Scout trainer in Camelot City is allowing me to start the Epic Quests. The one Scout trainer further in the back has the yellow circle around his feet, but won't give me the Travelers Way quest...Any sugg's??
