Arrows weigh so much you are encumbered

(https://uthgard.org/tracker/issue/2756/) Certain arrow types weigh so much now that having them in your inventory encumbers you to the point of not being able to move. I think this makes the archer class unplayable for launch and should be a high priority fix. I only checked Hib...not sure of the other realms. http://imgur.com/a/Dws5F

My stacks of crossbow bolts weighed 200 lbs each. I figured it was a one time issue that happened during a server restart, but now I'll try to replicate it.
