Does infi RR5 ability Overwhelm work here?

I realize defense penetration is broken on uthgard so you will evade the same amount no matter your opponents weapon skill value but is the infi rr5 ability Overwhelm (a 15% increased chance to bypass their target’s block, parry, and evade defenses for 30 seconds.) working?

That's way too new to be here. All assassins get Remedy as their RR5.
