Quest: Straw's in Town - broken?

But I can't get the guy in Ardee to let me start it. I have finished the prerequisite quest. I have tried right clicking on him and /whispering various phrases, nothing seems to work. Has anyone successfully done this quest? Or is this quest broken at the moment?
