Does the power regen slower for cloth-wearers, when they are under 50% power?

I've heard that any regeneration takes more time when below 50%. In practice, I honestly can't say. Even with serenity and a yellow PoM, it's not that obvious.

It used to be like that on live but on Uthgard this is not the case. I have no clue wether they changed it post 1.80 or before.

So how does it work on uthgard? normal reg for all, when under 50% power, or reduced regen for all when under 50 %? |

that "feature" has been disabled according to a devs post a while ago.
sit/stand, combat/rest strecht the time it takes to reg. |
