A lvl 50 target having 45% ressist chance vs a lvl 44 sim, now thats a bug.

Maybe the game considers the simulacrum procs lvl=sim summon lvl?
As in saph sim lvl 12--->lvl 12 lifetap proc--->45% chance to ressist (lvl 12 spell, so cap chance).

It's a general bug for pets. I noticed 45% resists on theurgist and enchanter casting pets too, even though the summons are on different level.

Is the ressist rate of pets gonna get fixed anytime soon?

I would write a bug report, but dunno if its a bug or not lol.
