training fletching above 76

my fletching oddly enough wont train aboe 76, now I'm mainly a tailor so i dont expect to be the best fletcher, but im supposed to be much beter than just 76 fletching as a tailor and my metal working is above 100, as is weaponrafting and woodowrking, so i find it somewhat odd?

Yes, theorically, your second skill must be at 70% of primary one.
It seems to be a bug, except if you choose the wrong Craft Master. Pirith. |

If your first skill is Tailor then your secondary skills (armor, weapon and fletching) can only be raised up to 40% of your main. [unfortunately for you, no bug - compare first table under http://www.thedarkageofcamelot.de/htmphp/dasspiel/sonstiges_crafting_tradeskills.php]
