Extreme lag at certain time of day

Starting Friday I’ve been having 4-10 second delay in game starting mid-late afternoons EST daily, after having no issues for months. I’m in ON, Canada. I have tracert and pathping files ready to send, who can I send those to or get assistance in troubleshooting?

It's unplayable for me, at the moment. I'll have to try a different time of day.

Admittedly, I don't think the problem is at Uthgard's end. Local internet is pretty lousy.
