How to reopen issue closed as invalid in issue tracker?

this issue is valid because the NPC on step 1 doesn't want to talk with you when you try it, tried with 2 different classes

just accepted that quest today, worked fine for me

Do not reopen closed issues. Create a new Issue with appropriate fields filled and evidence provided.
