Guess its one of the DAoC relics from the time the merchant did not pay rent.
Then you'd only get some money back if your house was lost since not enough gold in the lockbox.

I got the infobox that there is not enough money in my lockbox(that is true) but i have enough money in my merchant - so is my house safe?
