I changed ISPs (Comcast to Ting) this week. Connection has been fine until today. Now my ping seems to be intermittently-to-persistently very poor. I have attached a trace using WinMTR.

Any advice?

Your average ping to your local router is 539. That is very very bad for local connection. If you're using wifi, try plugging in or correcting your wireless signal. you should see perhaps max 2ms inside your own home to your router.

Take another winmtr after correcting that.
