During gameplay, keep seeing new app window popup

It looks sort of like a command window, but it pops up and closes immediately. My wife, on her laptop, confirmed she's seeing the same thing. Ran malwarebytes to make sure nothing bad is going on.

I had the same thing happening, it was this:

Deleted the file and also disabled the task in windows task scheduler.
