I originally started playing alb with my roommate and he has decided to stop playing (inactive for a few weeks now). I have decided that I'd like to give hib a go and do not want to delete all my chars on alb as my roommate may return to the game in the future.

Would this be against TOS for me to transfer my account to hib using the 1 week realm timer and start playing there?

I'm not sure I understand your question here. The realm transfer is the way you switch your account to another realm without losing your chars. Thats the proper way to do it.

Make sure you don't attempt to use a second account for Uthgard or you can face a perm ban on both accounts if detected.

Well I've played alb with my roommate since release, but he has since stopped playing. I know you can have 2 accounts registered to the same IP address as long as they are the same realm and played by separate players (which has always been the case here).

I do not want to transfer my account to hib if it puts both of our accounts in risk of being banned for x-realm etc.

For the foreseeable future his account is going to be inactive anyway.

You should talk to your roommate first and confirm they aren't going to suddenly log on. If they agree, then it should be fine because we can see that his account hasn't been played since X date. Or, if you really wanted to make sure he doesn't suddenly log in as Alb while you are on Hib, you could ask him to transfer to Hib with you even though he's not playing.
