No, I tested this on Live for Beta and I found that all non-damaging, interrupting spells will put the caster and target into combat, each player’s following speed pulse will not affect them (due to combat). They remain with speed until the end of their current speed pulse. As soon as the combat timer finishes, they will regain speed.

Resisted damaging spells, and any attacks that are missed, bladeturned, parried, blocked or evaded will act the same way, for both the attacker and the target.

Let's call the scenarios described above as delayed speed loss.

This means that sometimes you will drop speed for longer or shorter periods of time depending on where you were during your current speed pulse. This is more apparent with Instrument classes that have much longer pulses compared to a cloth caster's speed (for example).

The only exception to this rule was a Paladin's instant interrupt spell, which immediately dropped his speed as if he had landed a damaging attack (if it is not resisted).

Working as intended. You loose speed if you deal dmg. You loose speed the next ticket if you mezz etc.

So I'm playing a druid. Why have I literally never stayed on speed after root?
