Did you try googling around about this? It isn't only a Windows 8.1 issue, it probably occurs for a number of reasons/conditions. |

I did but none of the solutions worked.
I had MSI Afterburner running (FPS OSD), I figured to close it for testing purposes and voila, problem gone  |
