Framework 4.6 element not found

Framework 4.6 and the Visual C are failing to install. Running windows 8.1. Please help.
After downloading, I get the message Installation did not succeed, NET Framework 4.6 has not been installed because element not found and I get a failure to install for Visual C too

I'm not sure on this-- maybe run Windows Update since they frequently have tweaks to .NET Framework and then try installing afterwards

The one question on this specifically at microsoft's support was resolved by upgrading Windows 8.1-->Windows 10
