Rule 2.4: The selling of accounts, items or gold is strictly prohibited and will result in account termination. This will also include power-levelling services.

Does the second sentence mean you can't pay someone in plat for a power level? Surely you can pay someone with in game gold for their services right?

It refers to paying them real life money, not in game currency.
