anyways it shuts down patch process at this point.

Patcher probably doesn't escape "#" right now, which is why it gets stripped away as a client query/hash parameter. It's a bug in one way or another. The question is -- why does it have to download this file in the first place?

It sounds like you did not actually follow the instructions in the how-to on how to patch your client, because this file is a file that is in the stock DAoC client. Try running camelot.exe.
