This question is difficult to answer.

From my own experience: there never was an underpopulated realm back in the days. But, and that's the point:
Each realm had is own mentality on Uthgard. Midgard was more casual and user friendly. Hib more the elite realm.
Alb was: hard to describe. a bit of everything imo,- with a touch of laziness and a huge PvE fanbase.

That does not mean that this mentality will be the same again on Uthgard 2.0. Just dont care about the choice of the realm and play the class/realm what brings you the most fun.
If you are able to communicate and interact with players (no matter what playstyle or situation), your success will come,- even if everyone has a different definition of success
