realm speed buff

I recently began playing again on uthgard, sucked in by live again, I know I know shame on me, anyway after having to roll back to old dll game file installed all patches, but the kobolds in jord at the entrances that give the speed of realm buff are not there, are they gone or is my game install bad?

they are gone since some months

They were removed because they weren't 'livelike' at Uthgard's patch limit (1.69) and made speed classes 'worthless' somehow.
