Critical Strike style: Rib Separation

The Critical Strike style 'Rib Separation' is a level 44 third style in chain based off evade (harmstring - leaper - rib separation).
It is listed ingame as a low end, high damage, blahblahattack&defense bonus, with a HINDERED effect on the target for 20 seconds (or somewhere near that). On the Zippity (?) web archive (link here), on the realm styles page, it is listed as 100% hinder value, while Garrote (same Critical Strike spec line, level 18 style) is listed as a hinder value of 40%. Now i tried many times today (not going to record a movie as a proof, since it's easy to reproduce) what follows: -if i apply a single GARROTE to the enemy and turn to run, i can soon get out of melee range from the mob . - Should i start a fight simply waiting for an evade (not applying any hindering style before) just to start the evade chain like mentioned (harmstring, leaper, --> RIB SEPARATION) and turning to run, the mob just stays always in melee range. So i wanted to know: Hinder 100% on the enemy means ROOT or 'featherweight hahahah snare' ? In the second case, what's the point of that very poor and useless effect for a third in chain style? evade chain effects in CS line is: Harmstring*bleed* - Leaper*higher bleed* - Rib Separation*hinder* - Ripper*highest bleed* Moreover, skald snare is 40%, caster root is 99%. So a root is a 99%snare? And what about hinder? Is it something totally different?
