panning

For some reason when i hit M for mouse look it turns my character when i am moving instead of panning around. Or when i hit the tilde ~ key and i pan nothing happens. when i hold down the ctrl key and turn mouse it moves me in that direction.
but if i do all of the above not moving i can pan normally. but i have to be standing still and not moving. needless to say this is crippling in rvr. I updated my client a week ago in-case some file went bad and nothing changed. I have toggled mouse look on and off in the options sections when you choose character and no difference. what am i missing. oh ya i'm using windows 7 64bit. ty for you time.
