You can't find it because you don't need to create an account. It's auto-account-create on connect! Just choose an account name you like and try to connect. If it's not already taken, you will be assigned your chosen name.

To see which version you have you simply start the game. The version can be found somewhere in the login screen (probably: upper left corner). You can also take a look at the readme.txt in your DAoC directory.

launcher_setup.exe belongs to Freeshard Launcher 2.12 - unfortunately, this launcher is outdated and won't work with current DAoC versions. Better get DOLLoader 1.77+.
