Combat Speed Buff - Bugged or Intended?

So i've checked the skill calculator for uthgard's build, as well as old and new details about warden skills. And the Nuture spec combat speed buff is supposed to give:

16, 19, 21... up to 38% combat speed

However in the current open beta, it only goes up 2% each rank, up to 19%.

Did the devs nerf it or just a bug?

I heard all haste- and debuff haste spells show a halved value of their real number. They should work correctly.

So if its showing 19% in real its 38% etc.

Why would that not be a bug with the delve? Show one thing but do another. I'll check the bug log
