I remember doing some crazy spike damage in RvR with a double crit, and I never took Wild Power.

I had screenshots which confirmed the same result from around 2004 but sadly no longer have them! There was definitely a small % based chance to to crit off style proc without Wild Power on live. As you have confirmed, it is not a bug if this is currently working like this and should not have been reported as such.
