42 shield 50 LW 25 CS 10 blades 28 parry - for RVR
what PvE spec use for fast lvl-up?

always shield for pve. You will be tanking for groups so you want to be able to guard / block to avoid damage.

Also you wont see much of a block chance untill Higher lv specs ofc ^^

for lving up i'd go LW then / shield ^^ i know you can switch well :+) then finaly at the last lv section then finaly get CS/parry...

unless your wanting to do some BGs O.o then get at least enough for back snare on spear
