Lvl 50 Druid lower level buffs

Is it possible for me to cast my blue buffs at level 50? Right now I cannot see any buffs below lvl 24. I do not know if this is Uthgard, or my Bobs UI. Other classes like bards seem to be able to cast more of their lower level ones.

You can use your highest and second highest buffs.

Yes, this is true. My question is why? I don't recall this being true on live. Is this a feature or Uthgard only?
