The Hagbui in Vanern Swamp should be good around that lvl.
Don't know how tightly packed the camps are though.

Hagbui farm house is decent, beware of king and queen.
Also malm Burr and anything near him ... good salvage and drops. Aoe at Burr is possible but can get tricky.
