Its a long story why this is believed, even though it was later broken down and sort of partially debunked.

Year and years and years ago there was a thread on IGN board where a large amount of testing was done on H2H multi swings at certain skill levels. This initial test shows that around RR10 + 50 H2H that there's a big burst in terms of quad/triple hit counts. However that same test showed that the gains for H2H seemed to falloff in a weird way with anything BELOW 50 H2H + RR10.

This test led to a lot of people feeling/believing that 50 h2h wasn't ever viable unless you were rr10. Its a gross simplification of the data that those tests output but  Oh well, people prefer things simple.

The unfortunate thing is later on in ANOTHER less known thread, an equal if not higher amount of tests were ran and posted, this second test still showed the rr10 huge benefit to speccing 50h2h, but it differed in its results on 50 h2h on lower rranks. This second batch of tests done by multiple people showed scaling and very noticeable benefits to speccing 50H2H in both hit rates and Triple/Quad rates as well, REGARDLESS of realm rank! But by this point the first thread I mentioned had been circulated as the Gospel for Savages and H2H so much so that this second batch of large tests have pretty much remained buried with time and ignored.

You can go dig them up if you want, but be prepared to dig deep (15+) pages into your Google results to find the second batch of tests, while you will find that first set of tests that tells you 44H2H is the only way to spec pre rr10 likely on the first page of results.

just check online, at 70 H2H there is a sorta of unlock on the chance of Quad/Triple Hit... If you read online (just need a little bit of time searching, are not hard to find), you will find a lot of tests that were made about it, and when you get 70 you reach some sort of cap enhancing the Chance in not a linear way.

undocumented speculation regarding increased chance at triple and quads. i read the post mentioning it too, it provides little to no information about the conclusion and a way too small sample size to even come up with adequate conclusions.

chance to multi hit "unlock" at 20(triple) and 40(quad) h2h is the more common approach but try and find something conclusive about that.
Remember DAoC?

If only Mythic would have released the formulas (like say CCP's EVE Online).

Then again, this is what makes DAoC charming in a way...

In DoL code, there is no special number to get extra chance of multi-hit.
I know that Uthgard is very different on many points, especially because DoL code was done with many guesses, but as far as i remember dual wield mechanics were ok in DoL.
