I started a hunter and got him to level 8 and noticed the dog was hitting blue con mobs for very low dmg and an usually high miss rate. Not sure if this is normal or not

That is standard hunter dog behaviour. You should think of it as 'some kind of hunter damage add+interrupt' (if it reaches the target).
The (useful) patch in which the hunter pet was diseasing and using styles on your target is way too recent than 1.65.

BUT (little old tip) the charm insect can (and should be used - for openworld pve leveling) charm the arachite priests (myrkwood forest), so you too will feel like some kind of bd, having your personal healing pet.

Arachite priest will only heal during fights, if they are set on passiv.

Best pet you can have in PvE - even when it turns grey.

the last one is 82% of the hunter lvl but the others are all the same (80% of the hunter level) ?

The last one is 82% to make it a little more 'blue' con to you. If it was 80% of your level he would be level 40 when you're level 50, which means very low blue / high green, i.e. squishy and not able to reliably hit your yellow con enemies.

Apart from level, all hunter pets have the same abilities, which is 'none' (at this patch level)

Hunter pet of this vintage was always dreadful - not worth bothering with at all unfortunately.

Yeh I just tested it, was nothing close to that with like level 32 BC buff. Was hitting consistently around 50, very few misses.

If sometimes works it doesn't mean that it works every time .. and thats the problem .. inconsistency
And 40-50 dmg its really not worth investing 32- 42 ! points in beastcraft .. not even if you only want an interrupt.

I ll stick with my opinion that its way better to go higher anything else than going BC .

My favorite build used 34 BC. I liked the extra speed since I did a lot of roaming around the frontiers solo. Also nice for escapes, of course. One thing you learn while leveling a Hunter to 50 (and leveling your pants, and bow, and helmet, and chest piece, and gloves) is you don't count on damage from your pet. It does give defensive malus of two attackers, though. It is also not a tank, so if your opponent hits it, you unload rear stun on a 50 spec spear and proceed to win.

Pet should have a miss rate (and damage penalty) based on level of caster, not on their own level.
Or maybe it was changed (fixed ?) after 1.65...
If level of pet is taken into account, it means that a pet will not be able to interrupt caster with a 100% chance oO
