This is the RA which increases your casting speed, but there is a hard cap for no less than 2 seconds.
So should I get this? Because when I get a full suit with capped dex, some spells will drop to 2 seconds just on my capped dex. |

Nop, the description is wrong, the cap is 40% of the spell casting time |

A big YES for getting MoA, it really makes a big difference.
I am 6L2 and currently at Moa3, which i think is sufficient. Moa4 is simply too expencive. First you need to get MCL, Purge and PR/MOC though  |
