Volley - Worth the RA Points?

I recently respecced my Ra's and got volley, i went to uppland and tried to Volley the pad at Svasud, it wasn't in range? i KNOW in OF on live i was able to Volley the pad there because i pi*ssed off alot of mids when lowbies were killed instanly. I remember being hunted down alot for doing it.

Is it worth getting now that the range was /nerfed?

Volley is still bugged on Uth and not worth the points
