Yes they do friend.
Protect I @ level 9
Protect II @ level 20
Protect III @ level 30

Guard follows the regular skill ups as you level up shield skill.
I think first guard is @ shield 7.

reavers do not get intercept

they get guard as they spec in sheild and protect comes at the levels already mentioned
