Paladin self AF buff question

My AT Pala is using his lvl 1 chant self AF buff.
In a group i got it was overwritten by the clerics BASE AF buff. (self cast + cleric spec buff working together) Shouldn't the self AF buff be a spec buff kind of buff (or be counted as a base one) ? Where are the pre ToA Paladins ?  |
