How about:
46 Enhance -> Heat resist
29 staff -> decent damage
34 rejuv -> second best HoT group and good heals
14 parry -> +7% parry

Good heals, but don't mention HoT because you'll never use it.
I personally think the firar is a dps char, that can backup heal.

High rejuc can work, but I don't think this is the friars strength. Personal opinion though.

Its a good alternative spec. You get to play 3rd healer in a group, or second if your group lacks second cleric. And the group hot can be very useful in zerg fights. Its not an 8v8 spec but very good zerg spec....then again the class isnt exactly an 8v8 class either so.
